This control is displaying notifications as adaptive cards for the current user. There can be a button in global tab that is opening dialog with notifications.

Control is displaying records of talxis_notifaction so you need to create them first. That can be done for example by flows or Record Creation Rules. Adaptive card template is needed as well, you can create some there: https://adaptivecards.io/designer/.
